About Us
The Association is comprised of local government officials and employees who provide services to the public through the offices of the Public Administrator, Public Guardian and Public Conservator. Established over 30 years ago, the Association represents all 58 counties in the State of California.
Collectively, these agencies act as the legal conservator or guardian for over 15,000 California residents and administer estates valuing over $250 million in cash and property.
Five Regions
The Association, with a broad membership base, is organized into five regions to ensure statewide participation in regularly scheduled meetings and conferences held throughout the state.
The 5 regions are:
- Bay Area Region
- Northern Region
- Sacramento Region
- Central Valley Region
- Southern Region

Additionally, the PAPGPC Association:
- Provides quality training and certification as required by California state law.
- Maintains liaisons with other professional associations.
- Acts as a source of information for our members on legislation, new programs and
- Acts as consultants to local governments, at their request, as they review Public Administrator, Public Guardian and Public Conservator programs.
